Not confirmed. The Langston is the working name reported in the market, and the final name may change before launch. This site refers to the project as Ellington's Business Bay office tower so the information stays accurate whatever the name.
Who is the developer?
Ellington Properties, a Dubai developer founded in 2014, through its development entity ELPG Real Estate Development. More background is on the Ellington page.
What stage is the project at?
Pre-launch. The project is at expression of interest stage, ahead of the developer's official launch. Construction milestones will be published once the project is registered and launched.
When is handover expected?
2031 is the indicative handover date. The developer will confirm the construction timeline and completion date in the sale and purchase agreement.
How tall is the tower?
It is reported at around 62 storeys. Final height and floor count will be confirmed with the official launch material.
What office formats are available?
Early material points to executive suites, half floors, full floors and shell-and-core space. Final unit mix, sizes and availability are confirmed in the EOI pack and at launch.
What does shell and core mean?
The office is handed over with the structure, facade, lifts, shared services and building systems complete, but without interior fit-out. Owners or tenants then fit the space out to their own layout and specification.
What amenities will the building have?
Indicative amenities include a business lounge, meeting rooms and boardrooms, coworking zones, phone booths, cafe lounges, fitness studios, wellness rooms, social decks, family-care facilities, destination-controlled lifts, smart access systems and EV charging. All are subject to the developer's final specification.
Will there be parking?
Parking allocation has not been published yet. Details are expected in the launch material, and you can ask the team for an update at any time.
Are floor plans available?
Floor plans are shared with registered parties as part of the EOI pack, subject to what the developer has released at the time.

What documents do I need?

What happens after I submit an EOI?

Does an EOI guarantee a specific office?
No. An EOI secures your position in the allocation process rather than a specific unit. Allocation is managed by the developer at launch.
Can I submit more than one EOI?
Buyers interested in several units or a larger combined space should speak to the team, who can confirm how the developer handles multiple expressions of interest.
Can I register from outside the UAE?
Yes. Many buyers register and complete the process remotely. The team will explain how documents and payments can be handled from overseas.
Pricing, payment plan and returns
What is the price?
Pricing has not been published. It is released to EOI registrants in the EOI pack and at launch.
What is the payment plan?
A 50/50 payment plan: 50% during construction and 50% on completion. The booking amount and instalment schedule are confirmed in the EOI pack and the sale and purchase agreement.
Why does a 50/50 plan matter?
Half the purchase price is deferred until completion, which on a 2031 handover keeps a large share of capital free for several years. It also means the completion payment can potentially be funded by finance on the finished building, subject to lender terms at the time.
What rental yield can office owners expect?
The current projection is a gross rental yield of around 8%, based on Business Bay Grade A rents. It is an estimate, not a guarantee, and will be refined once pricing is released. Net yield will be lower after service charges, vacancy and letting costs.
How does that compare with residential property?
Market commentary commonly puts yields on Ellington's residential stock at roughly 5% to 7%. Offices typically offer higher yields in exchange for larger ticket sizes, fit-out costs and a narrower buyer pool on resale. See office or residential for a fuller comparison.
What budgets does registration cover?
Registration ranges start at AED 10 million, reflecting the larger office formats. If you are looking for a smaller space, mention it when you register and the team will discuss what may be available.
Can I finance the purchase with a mortgage?
Finance for off-plan commercial property is limited in the UAE, and most buyers fund construction-stage payments in cash. Some banks lend against completed commercial property, often at lower loan-to-value ratios than residential. Speak to a mortgage adviser about your position.
Can I sell before completion?
Assignment before handover is usually possible once a minimum share of the price has been paid, subject to the developer's resale policy and fees. The exact conditions are set out in the sale and purchase agreement.
Buying process and costs
What are the purchase costs on top of the price?
Budget for the Dubai Land Department fee of 4% of the purchase price plus administrative charges, 5% VAT on commercial property, and any agreed registration costs. Once the building is operating there are annual service charges, and shell-and-core space needs fitting out.
Does VAT apply to office purchases?
Yes. Commercial property in the UAE is subject to 5% VAT, unlike most residential property. Buyers registered for VAT and using the office for taxable business activity, including leasing it commercially, may be able to recover it. Take tax advice on your own position.
How are off-plan payments protected?
Off-plan payments in Dubai are paid into a project escrow account regulated under Dubai's escrow law, and released to the developer against verified construction progress.
What is Oqood?
Oqood is the Dubai Land Department's interim register for off-plan property. Your purchase is recorded there until the building completes and a title deed is issued.
What are service charges?
Annual charges for running and maintaining the building, calculated per sq ft. In Dubai they are budgeted through the owners association framework and approved by the regulator. Figures for this tower will be set once it is operating.
How much does fit-out cost?
It depends heavily on specification. A basic office fit-out costs far less than a premium one with meeting suites and bespoke joinery. Owners who plan to lease the space often agree fit-out responsibilities with the tenant in the lease.
Ownership, legal and tax
Can foreign nationals own offices in Business Bay?
Yes. Business Bay is a designated freehold area, where foreign nationals can own property outright.
Can I buy through a company?
Yes. Companies can hold title in freehold areas, including certain free zone and offshore entities accepted by the Dubai Land Department. The right structure depends on your circumstances, so take legal advice before committing.
Is there tax on rental income in the UAE?
There is no personal income tax in the UAE. Individuals holding property in their own name are generally outside UAE corporate tax on rental income, while companies are within scope of corporate tax. Your home country may also tax the income. Take advice on your own position.
Does buying an office qualify for a UAE Golden Visa?
Property investment of AED 2 million or more can qualify an owner for a UAE Golden Visa, subject to the rules in force at the time on property type, off-plan purchases and minimum paid amounts. Confirm eligibility with the authorities or an adviser before relying on it.
Can I occupy the office myself?
Yes. Owners can occupy their own space or lease it out. An operating business will need the appropriate Dubai trade licence for its activities.

Who rents offices in Business Bay?
The district draws financial and professional services firms, regional headquarters, consultancies, real estate and technology businesses, and a wide range of growing companies that want a central Dubai address.
How long are typical office leases?
Office leases in Dubai commonly run for longer than residential tenancies, often several years, and are signed by companies rather than individuals. Terms are agreed case by case.
Do office leases need to be registered?
Yes. Leases in Dubai are registered through Ejari, the official tenancy registration system.
Who manages the letting?
Owners can let the space themselves or appoint a licensed agent or property manager. The team can introduce leasing and management options closer to completion.
Can tenants in Business Bay be free zone companies?
Business Bay is a mainland district, so occupiers generally need a Dubai mainland trade licence. Rules allowing some free zone companies to operate on the mainland have been evolving, so check the current position for a specific tenant.

Where exactly is the tower?
In Business Bay. The exact plot will be confirmed at launch. Ellington's own head office is at Burlington Tower on Marasi Drive in Business Bay.
How far is it from the metro?
Business Bay Metro Station, on the Red Line, is around five minutes away.
How far is it from DIFC, Downtown and the airport?
Indicatively around seven minutes to Downtown Dubai and The Dubai Mall, ten minutes to DIFC and eighteen minutes to Dubai International Airport, outside peak hours. See the location page for more.
Why Business Bay rather than DIFC?
DIFC is a free zone with its own legal system and some of Dubai's highest office rents. Business Bay is a mainland district next door, with freehold ownership open to foreign buyers, a broad mainland tenant base and generally lower entry prices per sq ft.

What is Ellington's track record?
Ellington has delivered more than 18 projects since 2014 across Downtown Dubai, Palm Jumeirah, MBR City, Jumeirah Village Circle and Dubai Hills Estate, and has won International Property Awards for architecture and interiors every year from 2016 to 2025. How strong is Dubai's office market?

What are the risks?
Off-plan property carries construction and delivery risk, and offices carry letting risk, fit-out costs and a narrower resale market than apartments. CBRE forecast a marginal contraction in the UAE economy in 2026 because of regional disruption, before a recovery in 2027.
