Ellington Office Business Bay / Ellington Properties
A design-led Dubai developer founded in 2014 and headquartered in Business Bay, now planning a Grade A office tower in its home district.
Ellington Properties was founded in 2014 by Robert Booth, a former Emaar executive, alongside Joseph Thomas and Elie Naaman, who leads the business as CEO. The company is privately held and based at Burlington Tower in Business Bay, a short walk from the district where its first office tower is planned.
Its projects tend to be small to mid-sized, typically in the range of 100 to 300 units, which supports tight control over construction and finish. That approach has made Ellington one of the names design-focused buyers ask for by name in Dubai.
Ellington's work spans Downtown Dubai, Palm Jumeirah, Mohammed Bin Rashid City, Jumeirah Village Circle, Dubai Hills Estate and, more recently, Dubai Islands and Al Marjan Island. In Business Bay itself it already has three residential addresses.

Berkeley Place in MBR City and Eaton Palace in Jumeirah Village Circle were among the projects handed over in 2025.

Illustrative imagery of Ellington's office design. It does not depict the Business Bay tower, and final design, specification and finishes will be confirmed by the developer.
For off-plan buyers, the developer is the single biggest risk factor, because the building only exists on paper when the money is committed. Ellington's case rests on three things: a delivery record without reports of significant delays, a finish quality that has helped its apartments hold value on resale, and a balance sheet built across more than a decade of launches.
It is worth being clear about what is new here. Ellington's delivery record is mainly residential, and a tower of around 62 storeys is a larger commercial undertaking than anything it has handed over to date. The evidence for the Business Bay tower is therefore the developer's discipline on design, construction and delivery. Business Bay's office market is covered on the Dubai office market page.
